The area was first settled by Joseph Houston in 1776, but as there were prior land grants, he had to relocate. Lawrence Protzman bought the land of current-day Paris in 1786. He mapped out 250 acres to form a town and proposed a deal, which was ultimately accepted, with the Virginia Legislature to make it the seat of the newly created Bourbon County by offering land for public buildings. The town was officially established in 1789 under the name Hopewell. The name was chosen after Protzman’s hometown Hopewell, New Jersey. However, the following year it was given the new name Paris, after the capital of France. This was to recognize the assistance of the French throughout the American Revolution. The earliest settlers in the end of the 18th and the start of the 19th centuries were refugees from France who escaped the excesses of the French Revolution. The city was formally incorporated as Paris in 1839, and reincorporated in 1890.
